Abstract

This study aimed to evaluate the role of local administrations in implementing Waste Management Law No. 202 of 2020 and identify the challenges they face in waste management, with the objective of improving local performance and enhancing the efficiency of environmental legislation enforcement. It also sought to propose practical recommendations to strengthen the organizational and technical capacities of local authorities to achieve sustainable development goals and reduce the negative environmental impact of waste. The researchers adopted a descriptive analytical approach to explore the relationships among the study variables and their impact on the topic. The applied part was conducted on a sample of employees, residents, and shop owners in Mit Salsil City, Dakahlia Governorate. The study revealed a statistically significant positive relationship between the role of local administration and the implementation of Law No. 202 of 2020. It was found that local administrations had made tangible progress in organizing and coordinating waste management efforts at the local level, supported by a clear legal framework introduced by the new legislation. Furthermore, the study confirmed a positive relationship between the implementation of the waste management law and the achievement sustainable development goals in Egypt. Key recommendations include establishing and upgrading waste treatment and sorting stations, improving collection and transportation system in both, organizing specialized training programs for local authority staff to enhance their efficiency in applying the law, adopting advanced technologies in waste management, and encouraging private sector investment through tax incentives and accessible financing for recycling and green technology projects.
