EVALUATING THE ROLE OF CIVIL SOCIETY ORGANIZATIONS AND OFFICIAL INITIATIVES IN THE SOCIETAL AND ECONOMIC EMPOWERMENT OF PEOPLE WITH SPECIAL NEEDS

Abstract

People with special needs are a major component of society, and all means and tools must be found to integrate them and benefit from them to increase production and productivity and change society’s view of them that they are a burden and cannot be benefited from.
Therefore, several years ago, the state launched many initiatives that care for people with special needs, which demonstrated the state’s interest and shed light on the activities and services provided to them, in addition to media coverage of all these activities.
Therefore, the aim of this study was to develop a complete vision of the initiatives that are implemented for people with special needs and the role of civil society organizations in them, and to clarify all the services and activities that they carry out through a social and economic perspective. The opinions of the beneficiaries of them and the officials in charge of them in government agencies and civil society organizations were surveyed and then sorted. And evaluating these opinions to identify the advantages and challenges, arriving at the results and recommendations, which clarified the number of initiatives and aspects that they cover. The study concluded that monthly financial support, medical examination, project financing, and prosthetic devices are among the most satisfactory activities and the highest rated by the beneficiaries as well as officials, and that one of the biggest challenges is allocating Road paths and the small number of nurseries, in addition to training for those in charge of implementation from civil society organizations, and electronic linking between organizations to each other. The last of these challenges is the small number of experts in the field of social and economic consultations. The study recommended a way to ensure confronting these challenges, in addition to the activities and services that are required to be increased or improved.
