DEVELOPMENT OF SOCIAL PROTECTION PROGRAMS FOR ACHIEVING SUSTAINABLE SOCIAL AND ECONOMIC EMPOWERMENT FOR BENEFICIARIES IN DIFFERENT ENVIRONMENTS

Abstract

The present study aims to develop social protection programmes to achieve sustainable social and economic empowerment of beneficiaries in different environments. Poverty is not only an economic or social problem but also a cultural and moral problem, but also a security and health problem. Moreover, it is a humanitarian problem when misery, deprivation, marginalization and social exclusion of the poor are intertwined.
The analytical descriptive curriculum was also used to compare beneficiaries in different environments of the Opportunity J programme, which represented an integrated system of empowerment and qualification for entry into the labour market and access to decent jobs. After verifying the validity and validity of the measurement instrument, the instrument was distributed to members of the study sample beneficiaries of the social protection programme, which consisted of rural and urban. The study revealed the correlation of poverty with low levels of education and health, hence the interest in these areas of direct association and their impact on human development and the advancement of the poor, the second assumption that "There is a role for economic empowerment in social protection networks to reduce poverty rates in Egypt" Egypt's social protection networks have not achieved their goal of reducing poverty rates "Egypt benefited from the experiences of Brazil and China in achieving the economic dimension of social protection programmes" Egypt has benefited from the countries' experiences through the application of two programs of solidarity and dignity and the provision of conditional monetary support as compared to the comparative countries that have applied this program. (Conditional Cash Support) and implementation of the Dignified Life Initiative, which helped reduce the poverty rate, the positive impact of the Dignified Life Initiative on poverty alleviation, Egypt has also succeeded in achieving significant improvements in education, health and adequate housing. and the expansion of cash support programmes and women's full participation Human Development Report of the United Nations Development Programme ".
The study revealed the impact of investing in targeted individuals by modifying their behaviors and encouraging them to engage in productive activities and move from monetary support from the protection network to material independence through the development of human capital, financial culture, life skills, training and investment in private collective and small businesses with a focus on the establishment of value chains.
