Abstract

Human rights issues occupy great importance to the standard of countries in the world, and this importance is clearly evident in third world countries or developing countries, where many of the rights of peoples are violated or totally confess cited, especially in those countries where the legal basis for governance is absent, which is justice, and authority is relied upon on tyranny and oppression
One of the challenges of human rights is that they are neither solid nor bought, and they are far all human beings, regardless of color it must be emphasized that human rights are one indivisible unit and it 's is a state of continuous deter mined in statement of the role played by the national council for human rights and the directly related NGO's in spreading the culture of human rights and raising citizens. Awareness of allaspeets of human rights.
Social, political, economic, health and environmental human rights issues, this study gains its importance through the interest of the whole world in various human rights issues, and these is no evidence for that from the issuance of the universal declaration of human rights by the United nations in December 1948
And the study aims to assess the social and environmental role of the national council for human rights and the relevant NGO's in spreading the culture of human rights among the segments of Egyptian society.
The researcher used the simple survey method as well as the case study method for each of the the members of the   national council for human rights and members of the boards of directors of member of human rights association and organizations as well as opinions of some experts in the field of human rights and the  researchers rallied on the questionnaire and interviews personality through the cast study guide which included a lot od questions as tools of data collection which agree with the descriptive study .
The study specimen consisted of 180 males and females and the study reached a set of results including that there are short comings and even astructionsin many of the roles of the council and human rights associations n spreading the culture of human rights in the Egyptian social and that there are also short comings in addressing many social  ,political economic , and environmental human rights  issuss,
which it dwarfs the role of the council and associations , and the study concluded with a number of proposals and recommendations including the need to revitalize the role off the national council and give it more space by the state  , as well as support association working in the field of human rights
The stat also recommended the need to shed light on the functions  of the council in the media  , support the member ( to do, to work , to carryout ) their duties to words society
