Abstract

The study aimed to identify the effect of the use of solar energy and address the problem of deficit in the general budget of the state as a result of the use of traditional energy and the ability to benefit from the experiences of countries such as Germany in the use of solar energy instead of traditional energy with high costs and then can be developed solutions and Mechanisms for Applying Obstacles with a view to establishing a proposed framework for benefiting from the solar energy enjoyed by the Arab Republic of Egypt and to reduce the deficit in the general budget of the state and applying it to the administrative buildings of the state and establishing a comparative study between the Arab Republic of Egypt and the State of Germany As well as the activation of the budget of programs and performance, especially after the establishment of the State represented by the armed forces to establish a project to manufacture solar cells in the Republic of Egypt In cooperation with the People's Republic of China. It was therefore important to show that the investment of domestic resources from energy sources reflects the increase in economic activity, which affects real and sustainable growth rates and contributes to finding safe local resources that are far from outside influences.
Using statistical methods (SPSS) and mathematical methods to achieve the objectives of the study, the researchers used the analytical and inductive method and the statistical data collection by analyzing the dependent variables (the budget deficit and the cost of environmental degradation) on the independent
variable (uses of solar energy) Of the Ministry of Finance. The results revealed the following: It was found that the hypothesis that there is no intrinsic relationship between the uses of solar energy and reducing the deficit in the general budget of the Arab Republic of Egypt was not achieved. The research recommended that the state intervene with some assistance to develop material and moral support (renewable energy market)
