APROPOSED FRAME WORK FOR APPLYING CONCEPT OF STRATEGIC MANAGEMENT TO ACHIEVING THE PARTICIPATORY AND IMPROVING GOVERNMENTAL PERFORMANCE AN APPLIED STUDY ON CONSUMER PROTECTION SECTOR IN SOUTHERN EGYPT REGION

Abstract

This study aims at identifying the extent to which strategic Management practices and its relationship to institutional performance excellence in the governmental Institutions working in the field of protecting consumer rights in the south Egypt. The researcher used the descriptive analytical approach and the proper statistical tests to test the accuracy of hypotheses and to answer the study questions. Samples of the study community were represented in senior, middle and direct leadership in Directorates and services companies and facilities in southern Egypt is Upper Egypt, the governorate its Lena, Luxor, Aswan, Shag and Red Sea.The researcher distributed (600) questionnaires, retrieved (443) questionnaires, excluded (34), due to lack of answer to some paragraphs and thus the number of valid questionnaires is (409).
The most important findings of the study:
1. Lack of a culture of strategic planning by the senior management of the institution they do not encourage employees to participate in strategic planning in the directorates and service and facilities companies.
2. The management of government institutions for directorates and services and utilities companies does not conduct periodic surveys to measure the satisfaction rates of recipients of services provided by the institution, and there is no satisfaction from the local community on the services provided by the institution.
The most important recommendations of the study:
1. Provide specialized human cadres in the field of strategic planning, especially service directorates.
2. The need to conduct periodic surveys to measure the satisfaction rate
