The current study emphasizes the importance of the role of NGOs in developing the skills of women leaders in rural and urban areas, especially in the light of the current circumstances. Some of the variables that show the low level of women's capacities in urban and rural areas and the role played by NGOs are not remarkable. The current study is based on the recognition that there are indications of the low level of the services of NGOs, and it is necessary to contribute to enhancing their role in building the capacities of women in urban and rural areas, since women are not only in need of services but also in preparation and enabling them to do all In spite of the increase in the number of civil associations in the number of 47.000 associations in 2017, this number is at the expense of qualitative development and the decline of NGOs, specifically in the area of empowering women to raise their leadership abilities through developing their skills.
