Abstract

A study of some of the global experiences of development axes as a development planning thought contributed to clarifying the importance of its role in the urban and economic restructuring of urban communities and thus achieving a population balance along these axes. With the developmental vision of the state directed towards achieving a comprehensive development for Sinai, the importance of achieving an integrated urban development in central Sinai shows us that limits the phenomenon of the urban and population vacuum in it, and ensures a population base that enhances the chances of achieving the targeted development. Through studying the strategy of establishing development hubs in a number of successful global experiences and their role in achieving development goals, a planning system was established for the establishment of development hubs that depending on two pillars. The first was planning indicators, where they set construction goals and levels of achievement. While the second was to define public policies, in terms of identifying the participating parties and the available capabilities and how to use them to achieve the required goals. Here was the beginning of introducing a development vision for central Sinai by establishing a development axis linking the Gulf of Suez and Aqaba through the city of Nekhel. Which has its economic main role in the center of Sinai beside its social urban role. This hub chosen and there is a set of goals required to be achieved, which are represented in the following: (National goals, Social & economic goals and Services goals). Finally, the economic targeted sectors were set based on the development capabilities for the hub and the vision set to achieve the integration between all these sectors. This aims to reach integrated and not competitive development, which lead to a clear complete integrated vision for the development of the Nekhel development Hub.
