A PROPOSED FRAMEWORK FOR ACTIVATING ENVIRONMENTAL CRISIS AND DISASTERS MANAGEMENT IN THE ABSENCE OF STATE OF REGIONAL STABILITY A COMPARATIVE STUDY

Abstract

The study is aiming to develop an effective, appropriate and multi- functional framework for crisis and environmental disasters management that takes into consideration extent, variables and consequence of regional steadiness, and works to activating and coordinating cooperation between local, regional and international frameworks to overcome these terrible consequences that may taking place through presenting and analyzing the frameworks and models used in crisis and disaster management, In particular at the local, regional and international levels, to achieve the appropriate operational frameworks, in a manner that ensures the alliance of efficient and effective efforts and tasks among all the levels. The researcher followed several methods in the study, including the inductive approach  to study the causes of the problem and its backgrounds and the development of its dimensions, the descriptive approach to the presentation of the problem root causes and its dimensions and the comparative approach to study the local, regional and international frameworks and models, and compare them to reach an interactive framework linking each other and the method of systems analysis to reveal the internal nature of regional international relations. The region has multiple regional dimensions, as well as regional interactions  and exchanges. The researcher has made a suitable questionnaire to serve the research objectives and distributed them to a selected sample of (43) , and valid questionnaires recovered amounted to (41) questionnaires.
The results show honesty, validity and effectiveness of the proposed framework and Confirmed that the management crisis and disasters in general and it’s environmental  in particular has been negatively affected in conjunction with the events that is going on , which has severely affected its safety stability and deprived of its Regional and international levels.
The main findings of this study are: Lack of effective coordination among the different regional frameworks ensures that efforts are consolidated during the management of the transboundary environmental event or beyond the boundaries of the region to other regions. The effectiveness of the proposed framework and its applicability through cooperation between the common regional frameworks. The need to develop crisis and disaster management systems in general and the environment in particular, and the integration of modern programs and systems, giving priority to the development of the national program "positive" and specialized in dealing with disasters of all kinds launched by the Center for Information and Decision Support Council of Ministers to benefit from specialized international programs and support Media.
The main recommendations of the study: Work to find qualified cadres in the field of crisis management and environmental disasters to deal with them, with training specialists to deal with crises and environmental disasters appropriately by involving them in all international and regional environmental events. Far from the extreme central planning to reduce the risk of crises and environmental disasters with the need to involve all actors from all groups.
