ROLE OF INFORMATION TECHNOLOGY AND ITS APPLICATIONS IN SUPPORTING THE LOCAL PLANNING BASED ON ENVIRONMENTAL DIMENSION PROPOSED FRAMEWORK TO USE THE RECOMMENDER SYSTEMS IN EL-FAYOUM GOVERNORATE

Abstract

Most countries and peoples aim to achieve the highest rates of development according to plans that take into account the dimensions of sustainable environmental, economic and social development. This places the responsibility of local planners in ensuring access to data and information that allows them to monitor the needs and priorities of society, taking into account the environmental dimensions of those priorities. This represents some of the difficulties identified by this study at the local level in Fayoum Governorate, especially in the absence of a technological system that facilitates the flow of data and information; so it is necessary to keep pace with the local planning of the rapid development in the application of modern information technology applications. Therefore, this study aimed to monitor the reality of the current role of information technology in supporting the planning process at the local level, and provide a proposed theoretical framework that can be applied by technology specialists to support the planning process using advanced systems that make recommendations to officials and decision makers.In light of this, a field study was conducted aimed at interviewing many officials, stakeholders and experts to reach conclusions about the mentioned objectives.
The most important of these results are the absence of an appropriate technological infrastructure that allows the administrative sectors to be connected to each other, which hinders the flow of data between these sectors easily and smoothly, also the planning officials and decision makers  do not have what can be called applications and systems of recommendation that can analyze and interpret the available data and make recommendations. In the light of these results, the study made several recommendations, including the need to improve the technological infrastructure within the departments of the General Office of Fayoum Governorate and its branches in cities and centers. And the need to train and qualify cadres in the relevant departments to keep pace with technological development and systems developed. The study also developed a preliminary features of an electronic system (recommendation system) that aims to collect and store data from internal or external sources, and then analyze it in the light of environmental standards and considerations, in order to provide suggestions and recommendations to planners and decision makers in the light of available data.
