A PROPOSED FRAMEWORK FOR ACTIVATING THE ROLE OF ENVIRONMENTAL GOVERNANCE IN IMPROVING THE PERFORMANCE OF GOVERNMENTAL INSTITUTIONS AN APPLIED STUDY ON AIN SHAMS UNIVERSITY

Abstract

This research addresses the issue of university governance in light of the increasing interest in university governance in recent years at the global and local level. It also attempts to highlight the role of university governance in achieving a great deal of transparency and justice. Moreover, the research helps the university administration to play its main role in facing the challenges it faces. This issue is becoming increasingly important, as the demand for higher education continues to increase, and as higher education institutions, beneficiaries of public funds face new stresses to be more effective and responsive to the demands of society and the labor market. It is imperative to move towards greater transparency and public accountability in a position to move towards greater autonomy, ensuring that education systems are managed efficiently and effectively.
The researchers come up with the following conclusions and recommendations:
Results: The Egyptian government may establish a single legal framework for the higher education sectors covering all public universities, technical institutes, and private institutions (profit and non-profit).
Recommendations: Establish a new Higher Council for Higher Education, which will be responsible for guiding the future course of the higher education system and providing the opportunity for government institutions to become more independent, and autonomous government entities, setting a definition for “Non-profit” institutions as well.
The need to establish one Higher Council for Higher Education, co-chaired by the Minister of Higher Education and the Ministry of State for Scientific Research. The Supreme Council of Universities should be the body with the highest planning and coordination authority.
