Abstract

This research aims to: Identify the reality of modern environmental management systems in governmental organizations and the business sector in Egypt by polling the views and views of administrative leaders in those organizations. Identify constraints from the EMS application and the proposed solutions. Proposing solutions to the possibility of applying this system efficiently and effectively and the impact of this on organizational development through the human resources management in the electricity sector, including the North Cairo Electricity Distribution Company. This research is deductive in nature and inductive in its style, the study community included all employees of the Electricity Company in North Cairo, who are (12390) between workers and leaders, as the number of managers reached (373).
The results of the field study were extracted: To apply the modern directions in human resources management with the following recommendations: Activate and involve human resources management in developing the strategic plan for the organization. And the application of the balanced scorecard to implement the organization's strategy at the departmental and employee levels. Set values for the organization and work to implement them by disseminating these values through meetings and meetings and implementing decisions. Apply the organization's competency system to help the organization in the proper selection of the right employees as well as choosing the appropriate training courses. Preparing a work policy guide to be available to employees so that they can view it with ease. Improving employee performance by implementing a variety of training that includes increasing employee knowledge and skills, and enhancing work values. Apply a clear job rotation policy between employees and department managers. Establish a mentoring program for new employees that is compatible with, and consistent with.
