Abstract

Egyptian exports in general and agricultural ones in particular play an influential role in economic development.Agricultural exports are one of the most important sources of increasing the country's foreign exchange earnings, so the export process is receiving increasing attention from decision makers,It has even become a priority for Egypt's economic policy in recent times, To achieve the main objective of the research is to answer the research questions to the significant decrease in the quantity of Egyptian potato exports to this market by identifying the required quality standards in the UK market.
This study was carried out with the aim of demonstrating and analyzing the most important obstacles that impede the access of Egyptian agricultural exports to European markets and achieving the benefit from those exports. The results of the study showed that the final impact of the total obstacles is the failure to find the real development horizon for agricultural exports, as well as not adhering to the required quality standards. For European markets,The statistical and economic analysis methods were used by estimating the general time trend of the development of the quantity and value of international potato exports and imports during the period (2000-2017) The study, and also through the geographical distribution of Egyptian potato exports in the most important importing countries during the period (2000-2017), and the competitiveness index, and the index of competitive advantage through market share and relative price, and the strength of export and dependence on export.

تؤدي الصادرات المصرية بصفة عامة والزراعية منها على وجه الخصوص دوراً مؤثرا في التنمية الاقتصادية، حيث تعتبر الصادرات الزراعية من أهم المصادر لزيادة حصيلة الدولة من العملات الأجنبية، لذا فان عملية التصدير تحظى باهتمام متزايد من قبل متخذي القرار، حتى إنها أصبحت من أولويات سياسة مصر الاقتصادية في الآونة الأخيرة، حيث اعتمد الباحث على البيانات الثانوية المنشورة والغير منشورة والصادرة من کل من الجهاز المرکزي للتعبئة العامة والإحصاء ووزارة الزراعة ومنظمة الأغذية والزراعة للأمم المتحدة (FAO) ونشرات التجارة الخارجية، حيث تم اختيار سوق المملکة المتحدة لتحقيق الهدف الرئيسي في البحث وهو الإجابة على أسئلة البحث وذلک للانخفاض الملحوظ في کمية صادرات البطاطس المصرية لهذا السوق من خلال التعرف على معايير الجودة المطلوبة في سوق المملکة المتحدة.

حيث تم استخدام المنهج الوصفي والتحليل الإحصائي من خلال تقدير الاتجاه الزمني العام لتطوير کمية وقيمة الصادرات والواردات العالمية للبطاطس وأسعارها خلال الفترة (2000-2017) ، وأيضاً الاتجاه الزمني العام لتطور إنتاج وکمية وقيمة الصادرات المصرية للبطاطس وأسعارها ونسبة الصادرات للإنتاج المصري من البطاطس خلال فترة الدراسة، وأيضاًعن طريق التوزيع الجغرافي للصادرات المصرية من البطاطس في أهم الدول المستوردة لها خلال الفترة (2000-2017)، ومؤشر القدرة التنافسية، ومؤشر الميزة التنافسية من خلال النصيب السوقي والسعر النسبي، وقوة التصدير والاعتماد على التصدير بهدف بيان وتحليل أهم المعوقات التي تعترض سبل نفاذ الصادرات الزراعية المصرية للأسواق الأوروبية وتحقيق الفائدة من تلک الصادرات، حيث أظهرت نتائج الدراسة أن الأثر النهائي لمجموع المعوقات التي تتمثل في عدم إيجاد أفق التنمية الحقيقة للصادرات الزراعية، وأيضاُ عدم الالتزام بمعايير الجودة المطلوبة للأسواق الأوروبية.
