THE EFFECT OF SOME AGRICULTURAL LEGISLATIONS DURING THE 1990s ON SOME ECONOMIC VARIABLES APPLYING TO BEHEIRA GOVERNORATE

Abstract

The objectives of the research were determined to identifying some personal , economical and social characteristics of a sample of harmed tenants who were compensated  by distributing deserts lands on them before and after enforcing the law 96 at the year 1992 , to show the effects and changes in the distribution of desert lands ,  To identify the effect of enforcing the law 96 of the year 1992 on the market of agricultural lands and providing opportunities  and to identify problems and obstacles which concerning categories of samples residence in the new lands and defining the degree of relation importance of these independent variables in explaining the total variance of obstacles confronting the sample of search "sample" in study population.
El-Behera governorate was chosen as a field scoop because it has the most high level of harmed tenants from enforcing the law 96 of 1992 , from El-Entelake control supervision and two fellow villages observed by the same critesion which are El-Tabaraney El-Emam Malek villages.
 
The community of study reaches 3437 harmed farmers from which 172 random sample  represents 5% of total population study was choosen by cluster sample which was the propper statistical analysis for this study.
To achieve the objectives of the study, a questionnaire form  was used as a tool for data collection , The most important results were the improvement of  the social and economical statues of the sample that live in the desert reclaimed lands , increase of agricultureal land for rent, and the increase of agriculture job opportunities in the study area.
The most important problems that facing the sample study is the absence of the cooperation marketing organizations ,  the mainipulation of agriculture crops prices by middle man , the  lake of funding , the high prices of production , and the instruments needed for production . The results also shows a negative significant relation at 0,01 between the most independent characteristics before and after applying the owner rental law.
The study also recommends, in light of the research results, the need to pay attention to the policy of distributing reclaimed land to the landless rural and Bedouin farmers as well as young graduates, as its impact has been proven in improving the standard of living of the beneficiaries and reviving their economic and social conditions, which results in the success of developmental programs in general.
Also ensures on the provision of cooperative marketing outlets for agricultural crops in the new reclamation areas to limit intermediaries' manipulation of their prices, provide credit and financing facilities  as well as provide production requirements at cooperative prices, and provide maintenance workshops for agricultural equipments
